I had this same error. Here is how I fixed it.

Step 1: Edit the file
Step 2: Look for where it says the following

'host' => 'enter your info here' // MySql database host

, 'user' => 'enter your info here' // MySql database user name

, 'pass' => 'enter your info here' // MySql database user password

Please make sure that you leave the ' ' in the script or it will not work correctly.

If you don't know the information you can get it from your Cpannel.

, 'name' => 'dotsilver' // MySql database name
